In six regions of Uzbekistan electricity will be generated through the incineration of household waste in partnership with China
Uzbekistan is placing special emphasis on the implementation of modern projects focused on waste recycling and energy generation from waste. In particular, agreements have been approved for the supply of waste between the Agency for Waste Management and Circular Economy Development under the Ministry of Ecology, Environmental Protection, and Climate Change and leading environmental companies from the People’s Republic of China.
Projects for generating electricity through thermal processing of waste will be implemented. These projects are planned to be gradually introduced in the Namangan, Fergana, Kashkadarya, Samarkand, Andijan, and Tashkent regions, as well as in the city of Tashkent.
A number of major companies from the People’s Republic of China — including China Everbright Group, Shanghai SUS Environment, and China CAMC Engineering — will be involved in the implementation of these projects.
In connection with this, on March 24 of this year, Presidential Decrees of the Republic of Uzbekistan No. 116, 117, and 118 were adopted regarding measures for the implementation of investment projects for electricity generation through the incineration of municipal solid waste. According to these decrees, the environmental situation in the specified regions will be improved, modern waste processing solutions and technologies will be introduced, and investments will be attracted.
Moreover, under the power purchase and waste supply agreements, the project companies will be guaranteed the sale of the electricity generated to Uzenergosbyt JSC for a period of 30 years.
The investors and the projects will, during 2025–2027, ensure the commissioning of equipment with the following production capacities:
- Namangan and Fergana Regions: With the participation of China Everbright Group, investments amounting to USD 283 million are being attracted. The project will process 3,000 tons of waste per day, enabling the annual production of 454 million kWh of electricity.
- Kashkadarya and Samarkand Regions: Shanghai SUS Environment is investing USD 300 million. Here too, 3,000 tons of waste per day will be processed, resulting in an annual production of 480 million kWh of electricity.
- Andijan and Tashkent Regions: With the participation of China CAMC Engineering, USD 350 million is being invested. By processing 4,000 tons of waste per day, 630 million kWh of electricity will be produced annually.
In total:
- USD 933 million in foreign investments will be attracted;
- 10,000 tons of waste per day will be processed;
- 1.564 billion kWh of electricity will be generated annually;
- 950 to 1,000 new jobs will be created.
For reference: The head of state has previously reviewed these projects, during which the construction of eight plants across the country was announced. These plants will generate electricity and other products by incinerating household waste.
These projects aim to protect the environment, reduce the volume of waste sent to landfills, utilize renewable energy sources, and ensure ecological sustainability.
Furthermore, modern technologies will be introduced to limit the emission of harmful substances into the atmosphere during the incineration process.
These initiatives align with the principles of a “green economy”, contributing to Uzbekistan’s environmental sustainability and creating a clean and healthy environment for future generations.
